Commit 5775c95 on main reported two workflow runs. That looks like CI did its job. Both runs were Dependabot’s own event=dynamic runs, and the number of runs triggered by the push itself was zero.
This was in mcp-automem, where Dependabot PRs auto-merge. Three of them (5775c95, 07db972, 9ed9084) landed on main and none got Security, CI or Release Please. A bare total_count on the runs endpoint can’t tell you that, because it counts everything attached to the SHA. The query that can is filtered by event: actions/runs?head_sha=<sha>&event=push.
The cause is old and documented. GitHub’s docs say that when a workflow uses the repository’s token, events it triggers don’t start new runs, with workflow_dispatch and repository_dispatch as the exceptions. The auto-merge was armed by that token, so GitHub attributed the merge to it. The bit I hadn’t internalized is that this covers the merge push too. Someone else hit the same wall and described the symptom better than I would:
The symptom is silence: no failed run, just a missing one.
Other repos report the identical shape. An objectfs issue lists every merge to main with its CI result: all the human merges ran, all the app/github-actions merges got nothing. The docs point at a GitHub App installation token or a PAT, so I went with the App token (PR #249, minted per run with actions/create-github-app-token). An App token isn’t the built-in token, so its merges count as a real actor.
Then I checked it the same way I’d caught the problem. PR #255 auto-merged as 7b45e959, merged by the App instead of app/github-actions, and three push runs started three seconds later.
| Merge | Merged by | Push runs |
|---|---|---|
| 5775c95, 07db972, 9ed9084 | built-in token | 0 each |
| d2a2660, 06f6fb1 | human | 4 each |
| 7b45e959 (#255) | GitHub App | 3 |
Three, not four, is correct. The human merges also ran Docs Dispatch, but that’s a workflow_call from Release Please gated on release_created, so a dependency bump that releases nothing never reaches it. I’d have called a missing fourth run a leftover bug if I hadn’t read the workflow first.
One more thing from the same day: the org already has a shared Dependabot auto-merge workflow that eight repos call through thin stubs, and it takes secrets.GH_TOKEN || github.token. mcp-automem is the outlier with its own copy. The token seam existed. It was just never filled in. Same family of surprise as the rebase and stacked PR mix-up: green status on main is a claim about some SHA, and you have to ask which one.
The App key is a long-lived secret now. Rotation is the part I’ll be watching.
